Mm, well, honestly…any immature person is prone to manipulation.
Water signs manipulate emotionally…Earth signs use their bodies and money…the air signs will trick and outwit you…the fire signs tend to directly bully - they’re not ones for games when it comes to their desires.

The water signs have the hardest time letting go of their manipulative impulses out of all of the elements because of the intense nature of emotions, I think…their emotions envelop them in a way that the materials the earth signs pursue cannot, that the trivia and statistics the air signs depend on cannot…I know many water signs who are largely very mature people yet still view their emotions as law when they really get worked up about something.
